Oil coming from exhaust manifold 😐

Hi, I've noticed oil is coming from my exhaust manifold gasket, when engine is running i can see bubbles of oil, does this sound like turbo failure or just a dodgy gasket? The engine is a 1.9tdi avf with 166k on clock, would really appreciate some help with this.

I would have thought if it was turbo related you would be hearing whining or hesitation during acceleration in my opinion.
