Dipped Headlights - Which lights?

When driving with dipped headlights, which lights should be on?

As I'm driving I'm noticing a bulb flash On and OFF. I think the lower lights (see picture BLUE circle) are flashing. Are these supposed to be on with dipped headlights, or are these fog lights only?

So is that one bulb which is used for cornering lights and fog lights?

I understand that VAG use the same lamp for cornering as well has fog.
