Sat nav activation key

Hello, recently acquired a 2016 A3 Japanese import with no European sat nav maps installed (Japan version removed). I believe it needs both activation keys plus the actual maps of europe. Can you buy these online (eBay has some offers that come on a SD car but may not be legit!) ? or do you have to go to an Audi dealer?
