The wiring diagram in my Haynes manual has no reference to fuse 18 in engine bay

I think my OBD port is connected to the same fuse as the amplifier which is blown , also supply to radio is out , the fuse keeps blowing so there must be something wrong in the circuit .

I’ve plugged my diagnostic tool in but there is no signal from the OBD 2 port, what does this mean

My car suddenly cut out on me and will not start, recent new battery. All ignition lights come on and it turns over but does not fire. Any clues as to where I should investigate ?
