The reason why I say it might have been remapped after egr blank is because if it was just blanked off the car would throw up engine management light etc.
Service history is key. Ideally this should be full. Proof of cambelt and water pump changes should be clear otherwise you'll need to get it done.
Make sure all electrical items work as some parts are hard to come by now.
Make sure heater works consistently in power and temp from all vents as this could be a sign of a failing or blocked heater matrix.
Check condition of interior as some interior plastics are no longer available and rare to find second hand.

If the car has xenon headlights then it'll definitely have headlight washers as it's a legal requirement I believe.
In theory once you activate the windscreen washers they should pop out to clean the headlights.
Yep could be a Software issue. I'd recommend a diagnostic check to see if any fault codes flag up. Also you could do a reset on the infotainment system.
Sorry to hear of your issue. You could get the imobiliser turned off on the instrument cluster. Have a look for instruments cluster repairs or imobiliser off to find companies locally that will do it for you.

It sounds like the egr had been blanked off which would make me think it's been remapped to delete the egr from the cars system.
Could it be a cam sensor, crank sensor?
Any issues with the engine temperature?
