If it's the spring loaded ones I'm thinking of that give auto boot opening function be careful. Quality can be questionable. I've seen cases on the A6 c5 groups of them failing inside 3 months.
It definitely depends on the miles you do. If you're regularly going into ulez areas then I'd avoid diesel as that's what the tyrannical government want to do away with first.
I'd agree with you that it's the control arm bush. Very common to fail on VAG cars.
For clarity you could always take it back to the MOT test station to confirm our suspicions

My advice is to speak to the dealer selling it. It won't have been for an MOT yet so there won't be anything on the system.

Also I believe lower pulleys are known to come loose on c5s. I had this on my 2.5 diesel
